More than 100 residents participated in the development of a plan for residents to have an ownership stake in Market Creek Plaza and to create other wealth-building strategies. The Ownership Design Team focuses on ways for residents to earn income and build assets while rebuilding their neighborhoods. A subcommittee of the team launched a series of workshops for both new and experienced investors to deepen their understanding of long-term asset-building.

It was the work of this team which established community ownership into the project in the broadest sense of the word. They developed a unique organizational structure that recycles profits into the community through Market Creek Partners, LLC, the limited-liability company that owns the project. Market Creek Partners composition of three entities (in addition to the Jacobs Center), is based on the Native American theory of thirds: one-third for personal benefit, one-third for community benefit, one-third for on-going capacity building.
